Mayor Brandon Johnson is seeking a vote on his Protecting Renters Ordinance (PRO) in the Committee on Housing and Real Estate next Wednesday, September 16.
As you know, the PRO ordinance would significantly expand government regulation of Chicago’s rental housing market. It would impose new “Just Cause” requirements, increase RLTO fines and penalties, expand right-to-counsel provisions, add new layers of bureaucracy and red tape, and expose housing providers to substantially greater legal and financial risk.
We expect the administration to make limited changes to the proposal in an effort to secure enough votes for passage. Do not let minor changes distract from the bigger issue: PRO would still create significant new burdens for housing providers and make it harder and more expensive to provide rental housing in Chicago.
CAA has partnered with other business organizations through One Future Illinois (OFI) to push back against the PRO ordinance. Together, CAA and OFI have launched a digital campaign to ensure policymakers understand the serious consequences PRO would have for Chicago’s rental housing market.
