Presenter: Yana Rusovski – Attorney, Spencer Fane LLP
Yana Rusovski is an attorney at Spencer Fane LLP who advises multifamily housing providers on operational, regulatory, and fair housing compliance matters. She joined the firm after more than a decade of federal service with the U.S. Department of Housing and Urban Development (HUD), where she conducted and supervised hundreds of investigations nationwide involving housing providers, municipalities, housing authorities, financial institutions, developers, and other regulated entities.
During her tenure at HUD’s Office of Fair Housing and Equal Opportunity, Yana focused extensively on complex and systemic discrimination matters, including Secretary-initiated investigations. She served as a lead negotiator in numerous high-profile enforcement actions, negotiating comprehensive settlement and conciliation agreements addressing systemic practices and long-term compliance obligations.
In addition, Yana trained HUD investigators and enforcement staff nationwide on fair housing settlement strategy, negotiation techniques, and case resolution approaches. She also served as a Special Assistant United States Attorney, working with the U.S. Attorney’s Office on federal civil enforcement actions. Her experience provides a unique enforcement-side perspective on how investigations develop, how agencies assess risk, and how housing providers can respond strategically and effectively.
